ACCELERATED DEVELOPMENT OF PALILULA MUNICIPALITY

Realized and approved projects, investments, adopted recertification of ISO 9001 standard of the quality in the work of Municipal administration, Action plan and Strategy of Development until 2016 – are only parts of the results of Palilula Municipality – City of Nis that have been realized during last eight months since new authorities of Municipality were elected and the Assembly constituted. Plans for this year are very ambitious said Boban Dzunic, president of Palilula Municipality at the press conference in Media Center –Nis together with Marija Brajdic, head of Municipal Administration and Milos Stojkovic, president of Palilula Municipal Assembly.

`Before all I would like to inform you that last week Palilula Municipality received the recognition award from SKGO and donors of EU for successfully completed activities on strengthening of Municipal capacities in the improvement of life quality for social vulnerable groups, emphasized president of Municipality Palilula while meeting the press. With clear vision of development and good governess, we are accelerating in moving away the circle of the most undeveloped municipalities in Serbia. WE ARE ALWAYS HERE FOR OUR CITIZENS! This is something that we wish to share with you today said Boban Dzunic. I don’t know how wide public is actually introduced with the fact that Administration of our Municipality of Palilula work according to high European standards of quality for which we got the Certificate of internationally authorized agency. Now I can emphasize that after this new cycle of recertification we only maintained on the same level of servicing quality. `We have adopted the budget of the Municipality for 2013 with high accent to social category of citizens, for the fact that on our territory live over 48 percent of people that are on the lists of the evidence of Centre for social work of the City of Nis. In accordance with actual trend of capital moving, Palilula Municipality in 2012 was proactive in searching resources and attracting foreign investments. All the potentials of our Municipality are directed to the elaboration and realization of new projects aiming at the solving of citizens problems, their employment, reaching complete satisfaction of users services – our Palilula citizens and approaching the EU standards. However, it created certain problems since we came to absurd situation since we have approved projects – financial resources but not respectable support in regard of giving guarantees and pre-financing of the projects. It is recognizable fact that Palilula, according to statistic data, is on the 10th place in Serbia, taking into account height of salaries, but from the bottom. We are searching for the solution to help everyone as much as we can. Beside, we intensively work on the improvement of infrastructure, specially water, sewerage and traffic roads. In suburbia parts and rural parts of Palilula these all stand for great problems. We got promises from authorized City enterprises that they would act in that reaction, we are expecting that this strategic developmental plans of development will be realized. The problem is however that the expectations of the citizens are great and authorizations of City Municipalities only a few and that is why we started the initiative toward the City and City Assembly, in the end of the last year and toward the Republic, that with certain act, provide the transfer of other authorizations to City Municipalities. In accordance with our possibilities and authorizations that are limited, we take care of social most jeopardized citizens category, dislocated people, Roma population, we are helping people with special needs.

According to Dzunic words Municipal budget is not high, but the authorities search for the possibility to reach the resources over the projects that are financed by EU. Our Action plan is not only the direction it represents the most important activities and concrete investments we should apply and implement during the next five years, so to improve the conditions for life and work of all citizens of Palilula.

The Action plan of Palilula Municipality – Nis consists of 40 projects among which 13 refer to the implementation of life quality and represent operative tool for the implementation of Strategy of development for the next five years. We have defined also the Vision of development of Palilula Municipality that is coordinated with the Strategy of the City of Nis. For the realization of this vision four main developmental priorities are coordinated and also strategic aims: infrastructure, life environment protection, economic development and social development. From the projects we are about the realize in this year, we can mark off: help dislocated and refugees, equipment of sport halls in elementary and secondary schools, adaptation of Old cemetery Memorial `Bubanj` park, life environment protection. Exactly with partner project `Living Green` with Bulgarian Municipality of Ihtiman we started this month with the activities that will be developed during the next year aiming at the development of ecology and life environment protection in the Region. Support of EU IPA FUND for this activity is 162,671 Euros. In the first quartile of this year we will finish the project `MODERNSPORT` that is being realized in the partnership with Botevgrad Municipality. The value of this investment that will be realized in the surface of 4, 400 m2 in the separate building of elementary school Kralj Petar Prvi in Pasi Poljana settlement within the Programme of cross border cooperation Bulgaria-Serbia within IPP fund with the support of EU is about 218 480,74 (166,706) Euros. Project `Modernsport` is our reference for further activity, this time in the sphere of improvement of sport and recreation of the young.

In the other part of the press conference, president of Palilula Municipality commented the text published in `BLIC` newspaper about the work of Municipal administration. He estimated like tendentious the writing of this journalist with one side writing and not being enough informed. `I appreciate very much the work of journalists said Dzunic but these ordered texts are directed to unsuited target groups and do not contribute to solving the problems of our citizens`.
